Low-Carbon Alternative Cements Consensus Committee (IS-LCCC)

ICC 1155 Standard for Low-Carbon Alternative Cements Used in Concrete

The first edition of ICC 1155 is being developed under the Code Council’s ANSI Accredited Consensus Procedures.

The Code Council is developing this new performance standard for the assessment of low-carbon alternative cements used in concrete. The cement industry is responsible for about 8% of the CO2 emissions for the globe.  With the increased attention to the effects of global CO2 production, there is a need for low carbon alternative cement that has the proper physical properties in accordance with model building codes and the referenced standards within.  A standard will provide requirements for those physical properties that could be referenced in the International Building Code (IBC).

A call for committee has been posted to solicit committee members of various interest categories to create balance on the committee in accordance with ANSI’s Essential Requirements. The ICC Board of Directors will make all final appointments.

The Code Council adheres to openness and transparency in our Standards development process. All ICC Standards committee meetings are open to the public. Any interested party can participate in committee meetings and can be considered by the committee for membership on any work-group that the committee creates.

Please contact the staff secretariat, Will Utsey, P.E., Regional VP of Engineering, wutsey@icc-es.org if you wish to be placed on the "interested party" list and receive information on how to participate in the public committee meetings or join a work group created by the committee.

The first ICC 1125 Committee meeting was held on May 7, 2024 to begin development of the new standard.  Meeting minutes pending committee approval are posted below.  Interested parties can contact LaToya Carraway lcarraway@iccsafe.org or Jason Toves jtoves@iccsafe.org  to get the connection information for the meeting and to be included in future committee emails.

The first edition of ICC 1125 is being developed under the Code Council’s ANSI Accredited Consensus Procedures.

The Code Council is developing this new standard to be referenced in the I-Codes. In response to feedback from industry, the Code Council identified that a North American product standard for building and construction uses of Magnesium Oxide (MgO) boards does not exist, and the product is viewed as unique to each manufacturer.  MgO board usage in North American construction is growing, and an industry standard to establish minimally acceptable performance levels to ensure proper MgO board performance in buildings is needed.

A call for committee was posted with an application deadline of October 13, 2023 to solicit committee members of various interest categories to create a balanced committee in accordance with ANSI’s Essential Requirements. The ICC Board of Directors made the final appointments at the March 2024 meeting.

The Code Council adheres to openness and transparency in our Standards development process. All ICC Standards committee meetings are open to the public. Any interested party can participate in committee meetings and can be considered by the committee for membership on any work-group that the committee creates.

Please contact the ICC staff secretariats, Jason Toves, Sr. Technical Staff, jtoves@iccsafe.org or LaToya Carraway, Technical Staff, lcarraway@iccsafe.org if you wish to be placed on the "interested party" list and receive information on how to participate in the public committee meetings or join a work group created by the committee.

HISTORY

In September 2016, the International Code Council Board of Directors recognized the need for a formal process that allows stakeholders to provide feedback on the code development process.

The feedback was summarized and posted for comment.

In 2017, the Board reviewed stakeholder feedback and took the actions noted in the report, “Board Action on Feedback/Comments on the ICC Code Development Process." As part of this report, preliminary draft revisions to Council Policy 28 (CP 28): Code Development were posted for comment. Changes to CP 28 were made by the Board in September 2017. Board actions were only intended for implementation in the 2018/2019 cycle.

Included in the feedback were proposed long-term structural changes to the code development process. The Board created a Board-level committee to follow the implementation of the new changes in the 2018/2019 cycle. With the completion of the 2018 Group A cycle, the Board established the Board Committee on the Long-Term Code Development Process (also known as the “Blue Ribbon Committee”).

News - Committee Work Concluded

FINAL REPORT OF THE AH BSS Committee:  The Ad Hoc Committee on Building Safety and Security (AH BSS) has concluded its work. The Code Council Board thanks the committee for their hard work and perseverance working through the pandemic and has sun set the committee. Click here for the Final Report.

The International Code Council Board of Directors established an ad hoc committee to comprehensively explore and assess building safety and security. Building safety is an issue of upmost importance to our families and communities as we tackle outdated facilities, fire safety concerns, active shooters and other emergency situations. The design, layout and building features in new and existing buildings can have an impact on both safety and security. Safety and security touches a myriad of code regulations as well as considerations which go beyond compliance. To read the press release, click here.

This will be a multi-year effort.  Three – four meetings are planned each year. The in-person meetings will be supported by committee and Work Group conference calls (once Work Groups are created).

The ICC Board approved the creation of an ad hoc committee to comprehensively review and update the provisions in the International Codes relative to both new and existing hospitals and ambulatory care facilities. This new committee is being formed in cooperation with the American Society for Healthcare Engineering (ASHE). The objective of this committee is to develop code change proposals to the International Codes which will result in the most contemporary, effective and efficient provisions for hospital and ambulatory care facilities to assure the highest level of safety for all users of such facilities.

If you wish to be placed on the “interested party” list for this committee, contact the ICC Secretariat, Kim Paarlberg, Senior Staff Architect. Interested parties will be notified by e-mail of activities related to this committee.
