Water Reuse in the 21st Century

Given an increasingly limited water supply, more jurisdictions across the U.S. are adopting onsite non-potable water systems (ONWS) to address water shortages.

Potable water from a public drinking water treatment plant is required to meet Safe Drinking Water Act (SDWA) standards. However, no national regulations exist for onsite non-potable water systems for reuse treatment, storage, and delivery.

Water Reuse Provisions in the I-Codes

The I-Codes address construction, installation, alteration, and repair of on-site non-potable water reuse systems, non-potable rainwater collection and distribution systems, and reclaimed water systems.

Generally speaking, these codes and standards, including the IPC, IRC, and CSA B805/ICC 805, address delivery and the quality of potable and non-potable water.

Water Reuse Working Group

The Code Council, in partnership with The National Blue Ribbon Commission for Onsite Non-potable Water Systems (NBRC), established a Water Reuse Working Group to explore opportunities to protect public health and better support jurisdictions seeking to advance water reuse opportunities. This diverse working group researched all aspects of onsite water reuse, developed a roadmap, and propose needed resources, including recommended updates to the 2027 International Plumbing Code and 2027 International Residential Code necessary to meet a jurisdictions’ water reuse goals such as risk-based water quality requirements based on application.

Water Conservation Provisions in the I-Codes

The International Water Conservation Code Provisions (IWCCP)® provides a comprehensive tool for the design, installation, and administration of potable and nonpotable water conservation and efficiency systems.

The IWCCP contains all the water conservation and hot water energy related provisions from the IPC, IRC, IgCC, IECC and related ICC standards. Adopting the 2021 IWCCP can result in significant long-term water savings.

International Code Council CEO Dominic Sims Is a Featured Presenter at the UK Water Scarcity Summit

Windsor, England – International Code Council Chief Executive Officer Dominic Sims, CBO was a guest speaker at the Windsor Summit: Pulling Together to Address Water Scarcity and Antimicrobial Resistance. The Summit took place from October 31 through November 1, 2024, at St George’s House in Windsor Castle.

Presentations addressed two existential threats: water scarcity and antimicrobial resistance (AMR). Attendees focused on building a comprehensive understanding of water scarcity and AMR as distinct yet intertwined challenges. Discussions focused on identifying growth opportunities through sustainable innovation and practices and fostering stronger partnerships within the industry.

Sims spoke alongside other industry leaders, including Laura Kohler, Chief Sustainable Living Officer at Kohler Company and Cheri Phyfer, Executive Vice President and Group President at Fortune Brand Innovations. During his presentation, Sims highlighted the importance of water conservation and AMR and the ways the Code Council’s codes and standards address those issues.

“Adopting up-to-date building codes is one of the most cost-effective mitigations measures a community can take,” said Sims. “I encourage people to consider how they might prioritize the implementation of water conservation measures and how we as individuals, and as an industry, might address antimicrobial resistance in plumbing systems. We look forward to working alongside the plumbing industry to tackle these challenges.”

The Code Council develops the International Plumbing Code® (IPC) and the International Residential Code® (IRC), the preeminent model codes used globally regarding plumbing systems in buildings and homes. Additionally, the Code Council is developing a new ANSI standard (ICC 1670) that will address plumbing systems in hospitals and healthcare facilities, focusing on the transmission of pathogens via plumbing systems and the AMR of plumbing system components. Furthermore, ICC Evaluation Service, a member of the Code Council family of solutions, is a licensed certification body for plumbing product water efficiency programs including EPA WaterSense in the U.S. and the WaterMark Program in Australia.

Adopting the 2021 International Water Conservation Code Provisions (IWCCP) can result in significant long-term water savings throughout the U.S. and abroad based on the University of Miami report, “Water Conservation and Codes: Leveraging Global Water-Efficient Building Standards to Avert Shortfalls.” The report shows that for a given six-year period where the 2021 IWCCP is adopted in four major U.S. cities (Houston, TX, Phoenix, AZ, Las Vegas, NV and Des Moines, IA) for new home construction, the potential water that could be saved in these cities combined isover 34 billion gallons.

International Code Council Honors Building Safety Professionals with 2024 Awards

Long Beach, CA – During its 2024 Annual Conference in Long Beach, California, the International Code Council recognized individuals and organizations within the building safety industry who continuously go above and beyond in their respective roles.

The Code Council honors the following individuals and organizations:

The Bobby J. Fowler Award honors the legacy of the organization’s first chair of the Board of Directors. The award is presented to a leader who demonstrates compassion, professionalism and integrity in their duties. John Terry, CBO, Building Code and Life Safety Consultant for JNTerry Code Consulting, was presented with this year’s Fowler Award.

The Chapter of the Year Award is presented to a chapter that best promotes the goals and mission of the Code Council. This year’s winner is the Women in Code Enforcement and Development of Virginia.

The Chapter Merit Award is dedicated to chapters exhibiting the Code Council’s goals and objectives. This year’s award went to the Code Council’s Southern Nevada Chapter and the Code Administrators Association of Kentucky.

The Community Service Award is given to those with outstanding service and promotes the public health, safety and welfare of their local community. This year’s recipient is Robert Davidson, Managing Partner at Davidson Code Concepts.

The Educator of the Year Award acknowledges excellence in promoting professional development and is given in memory of Brent Snyder, a renowned Code Council educator and past presiding officer, who was known for his calm and inspiring leadership. Matthew Hunter, CBO, BCO, Northeast Regional Manager at the American Wood Council, was named the 2024 Educator of the Year.

The Excellence in Public Safety Award recognizes a member who has shown exceptional integrity, professionalism and dedication to public service. This year’s winner is Serena Locke, Permit Technician for Jackson County, Oregon.

The Gerald H. Jones Code Official of the Year Award is given to an individual who has helped promote the code enforcement profession and carries out the Code Council’s mission. Presented in honor of the founders of the three model code organizations, this year’s winner is Michael Shannon, Director of Development Services for the City of San Antonio, Texas.

The Global Award acknowledges distinguished service to the Code Council’s global mission and vision. The 2024 recipient is the Bureau of Standards Jamaica.

The Innovation in Code Administration Award honors fire and building departments for innovation in the delivery of code administration services to their communities. The 2024 recipient is the City of Cincinnati Building Department under the Director of the Buildings and Inspections Department, Art Dahlberg.

The Meritorious Service Award recognizes an individual who has dedicated their time and talent to furthering the development of the Code Council’s codes and standards. The 2024 Award is posthumously awarded to Chip Dence, a gifted craftsman, builder, leader and statesman, in recognition of his exceptional contributions.

The National Leadership in Sustainability and Energy Efficiency Award recognizes contributions to the growth and enhancement of codes or public policy related to sustainability and energy efficiency. The winner of the 2024 Leadership in Sustainability Award is Hope Medina, Energy and Sustainability Plans Examiner, Inspector, Instructor and Consultant for Shums Coda Associates. 

The PMG Leadership Award is given to an individual or organization for exceptional service to the plumbing, mechanical, fuel gas, and swimming pool/spa (PMG) industry. This year’s recipient is Kenneth Gregory, Compliance and Safety Manager for Pentair Water Quality Systems.

The Raising the Profile Award recognizes acts or contributions that raise public awareness of accomplishments by code personnel that improve public safety in the built environment. Pete Roque, NationalDirector of Code Enforcement at 4 Leaf Incorporated, received this year’s award.

The Regions Spotlight Award is presented to a regional chapter that has demonstrated strong cooperation among the chapters that make up the region, advancement of professionalism among its members, strong community service and growth in membership. This year’s recipient is ICC Midwest Region V.

The Robert W. Gain Fire Prevention Leadership Award is presented to an individual who has demonstrated exceptional leadership and longstanding dedication to the support of fire codes and fire prevention. Coy Porter, retired State Fire Marshal with 44 years of experience in the Utah fire service, is the 2024 recipient.

The Trailblazer Award recognizes an outstanding mentor in the building safety industry who guides and inspires others in their code-related careers. This year’s award is presented to Van Tran, CBO, Vice President at Bureau Veritas.

The W. Scott Copp Chapter Leadership Award recognizes a chapter or individual that champions the Code Council mission and inspires others to become Code Council leaders. This prestigious award honors the memory of Scott Copp, a true leader who dedicated his career to advancing building safety at the local, state, regional, and national levels. The 2024 winners are Dawn Neil, Permit Technician for the Township of Bernards in Basking Ridge, New Jersey, and Cindi Somers, retired Permit Technician for the city of Richland, Washington.

International Code Council Welcomes Dr. Laurie E. Locascio as President and CEO of the American National Standards Institute

Washington D.C. – The American National Standards Institute (ANSI) has appointed Laurie E. Locascio, Ph.D. as its next President and Chief Executive Officer. Locascio is currently serving as Under Secretary of Commerce for Standards and Technology and Director of the National Institute of Standards and Technology (NIST) and was elected by the ANSI Board of Directors on October 7, 2024. She will assume this position in January 2025.

The International Code Council has worked closely with Locascio and NIST over the years to strengthen coordination between NIST’s applied research and the Code Council’s code and standards development. These efforts have ensured that the International Codes® (I-Codes) benefit from NIST’s expertise and have provided important direction for both organizations in addressing emerging challenges in the built environment. The 2024 I-Codes’ incorporation of first-ever tornado mitigation measures stems directly from our organization’s collaborative efforts.

Later this month, Locascio will address attendees of the Code Council’s 2024 Annual Conference, Expo, and Code Hearings. Locascio will highlight the successful relationship the Code Council and NIST have established.

International Code Council’s 2024 Annual Conference and Expo to Kick Off in Long Beach, California

Washington D.C.– The International Code Council will host its Annual Conference, Expo and Hearings at the Long Beach Convention Center in Long Beach, CA, from October 20-31, 2024. The event will offer a unique experience for building safety professionals from around the world to engage in educational sessions, hear from world-class speakers and network with peers.  

“The Code Council is thrilled to bring together the building safety community at this year’s conference to work together to improve the safety, affordability and resiliency of the built environment through our building codes,” said Code Council Chief Executive Officer Dominic Sims, CBO. “Throughout the conference we will celebrate our organization’s rich history and 30th anniversary, as well as the contributions our members make to building safety worldwide.”

The Opening Session and Annual Business Meeting will take place on Monday, October 21, and will feature keynote speaker Erik Qualman, an artificial intelligence and digital transformation expert, futurist and bestselling author. A panel discussion will bring together executives who have played a pivotal role in shaping the building industry to get attendees inspired for the future of the building safety profession.

The program will continue on Monday with Insight Sessions. The Code Council has assembled experts from across the organization and building industry who will host insightful sessions on topics such as recruitment and retention in the trades, U.S. federal funding and artificial intelligence.

The code development process for the 2027 I-Codes introduces a restructured process starting in 2024 with two Committee Action Hearings for Group A Codes and followed in 2025 by two Committee Action Hearings for Group B Codes.

The International Code Council is monitoring Hurricane Milton as it continues to track northward through the Gulf of Mexico. Hurricane Milton is expected to make landfall on the Florida Gulf Coast as a Category 3 hurricane in the early hours of Thursday, October 10, 2024.
In continued support of our members affected by Hurricanes Helene and Milton, the Code Council has made a corporate donation to the American Red Cross. Please consider donating to the Red Cross to help with the recovery efforts for communities impacted by both storms. Learn more and donate here. Preparing for Hurricane Milton
If you are in the impact zone, it is crucial that you follow all mandatory evacuation orders.
Tropical storm force winds from Hurricane Milton may extend upward to 175 mph miles out from the center of the storm. The risk of impact from life-threatening storm surge and damaging hurricane-force winds will continue to increase along the Florida Panhandle and the Florida West Coast. Well-built framed homes may incur major damage or removal of roof decking and gable ends. Expect flash flooding and urban flooding across portions of Florida. Many trees could be snapped or uprooted, potentially blocking numerous roads. Electricity and water may be unavailable for several days to weeks after the storm passes.

Disaster Recovery Resource for Building Safety Professionals

When disasters strike, codes and standards serve as a baseline for the return to safe, sanitary, and habitable buildings. Code officials and their floodplain management counterparts rely on support from emergency managers and community leaders to help secure the critical resources needed to ensure the health, safety, and welfare of the community. To that end, FEMA has a disaster recovery policy specifically aimed at providing much-needed assistance for code officials and floodplain managers during disaster response and initial recovery for up to 180 days following a major disaster declaration. Learn how to apply for building code administration and enforcement assistance here. This policy, administered under FEMA’s program, offers reimbursement for critical community functions such as building code administration, code enforcement, floodplain management administration and enforcement, and conducting substantial damage survey inspections in affected communities.
