Code Council announces sponsored scholarship recipients
Each scholarship is funded by contributors and ICC Chapters.
The International Code Council (ICC) recently awarded six sponsored scholarships in recognition and support of children of ICC members. Each scholarship is funded by contributors and ICC Chapters.
ICC General Scholarship Fund Award
The International Code Council General Scholarships were established to honor those who have been essential to the formation of the ICC or its legacy organizations and have promoted building safety and the public’s awareness of building and fire safety professionals. The recipients for 2022 are Julia Connell and Ciara Bichara. Julia is the daughter of David Connell with the City of Birmingham, and Ciara is the daughter of Charles M. Bichara with the City of Middleburg Heights, Ohio. Ciara says she is thankful for the support and recognition. “This scholarship will allow me to further my education…in Business Administration.”
William J. Tangye Scholarship
The William J. Tangye Scholarship is awarded in memory of William J. Tangye, the first Chief Executive Officer of the International Code Council. This scholarship is awarded to the child of an active ICC member; the student must be enrolled in engineering, architecture, or construction technology programs. This year’s recipient is Kai Cayetano, the son of Claudia Torres-Cayetano with the City of Fresno, California.
Kai sent a heartfelt thank you note sharing how much the scholarship meant to him. “Your scholarship has opened a door and the prospect of a brighter future and will play a big role in shaping me into a successful and caring person in the future. Scholarship donors make life brighter and full of hope for all students. I can only aspire that one day, I too will be in a position to bring a smile to other students in need.”
C.D. Howard Scholarship
The International Code Council also awards a scholarship named in memory of C. D. Howard, a beloved member of the Code Officials Association of Alabama. This year’s recipient is Jessica Jarrett, the daughter of Josh Sloan with the City of Decatur, Alabama.

Additionally, two other scholarships were awarded in memory of Florida members J. W. “Bill” Neese (sponsored by the Central Florida Chapter) and Charlie O’Meilia (sponsored by the Palm Beach County Chapter).
