HUD Makes Major Updates to Expand Affordable Housing Options
The updates to the HUD Code include 90 new or revised standards. As part of these updates, HUD has incorporated several provisions from the Code Council’s International Residential Code.
On September 11, 2024, the U.S. Department of Housing and Urban Development (HUD) announced the most extensive updates to the Manufactured Home Construction and Safety Standards (HUD Code) in over 30 years.
The updates to the HUD Code include 90 new or revised standards. As part of these updates, HUD has incorporated several provisions from the International Code Council’s International Residential Code® (IRC), which can be found here. Specifically, the IRC serves as a benchmark in certain areas to ensure consistency in safety and construction practices between manufactured homes and other on-site or off-site built homes.
International Code Council Support for Manufactured Housing
The Code Council plays a key role in supporting manufactured housing by developing and maintaining codes and standards that ensure the safety, quality and sustainability of these homes.
The IRC provides supplemental requirements to the HUD standards in Appendix BA Manufactured Housing Used as Dwellings with regard to permitting, foundations, inspections and other requirements.
HUD-manufactured housing requirements may be applicable to tiny houses. The Code Council has developed resources to assist jurisdictions, manufacturers and potential tiny homeowners in navigating when and how to apply different requirements. ICC NTA is a HUD-Approved Design Approval Primary Inspection Agency (DAPIA) and In-Plant Inspection Agency (IPIA) for the manufactured housing industry. ICC NTA is also a partner in the EPA ENERGY STAR Labeling Program for Manufactured Housing.
