International Code Council Advances Global Dialogue on Sustainable and Resilient Buildings at GlobalABC Annual Assembly
Governments and organizations from around the world convened in Dresden, Germany to elevate the role of right-sized building codes, standards and capacity building in achieving shared goals.
The International Code Council joined governmental and private sector representatives at the 2025 Global Alliance for Buildings and Construction (GlobalABC) Annual Assembly, from April 7-8 in Dresden, Germany.
The 2025 GlobalABC Annual Assembly is an event focused on the importance of building codes and their impact on the efficiency and resiliency of new and existing buildings. It brings together a global community of building safety professionals, stakeholders and experts to discuss and collaborate on creating a zero-emission, resilient industry.
The GlobalABC works to produce influential reports on decarbonization in the built environment and facilitating important discussions at major events like the Conference of Parties (COP).
The GlobalABC Annual Assembly plays a key role in fostering collaboration among governments and organizations and supporting initiatives like the Buildings Breakthrough. It also fosters knowledge sharing and capacity-building through training sessions, helping to shape the future of construction and climate-resilient buildings.
International Code Council Participation at GlobalABC
During the two-day event, the Code Council facilitated multiple sessions focused on implementation of the Buildings Breakthrough priority actions, the work of the GlobalABC Adaptation Hub and led a training on disaster planning for building departments and ministries.
The Code Council is the lead organization for the Buildings Breakthrough Priority Action 5 on Capacity Building.
Two years ago, the Buildings Breakthrough was launched at COP28 in Dubai, United Arab Emirates, with the support of 27 signatory countries. The initiative calls for global cooperation to achieve near-zero emission and resilient buildings by 2030.
The Code Council also hosted a building codes meet-up to support collaboration across building and energy code initiatives including research, training, resource development and code implementation.
The Code Council’s Chief Executive Officer, John Belcik, provided a welcome address focused on the importance of a robust regulatory framework that supports the implementation of building codes.
“We commend GlobalABC for fostering effective collaboration across various work groups, ensuring that countries are provided with a truly holistic approach to addressing building challenges,” said Belcik. “We are looking forward to continuing our work with GlobalABC, particularly in supporting the Intergovernmental Council for Buildings and Climate and the Buildings Breakthrough.”
