Code Council chapters honored for extraordinary performance and participation during 2021
Each year, the International Code Council recognizes chapters that are a reflection of what the association stands for and that promote its mission and goals. The Code Council honored several outstanding chapters for their accomplishments and contributions at the Chapter Presidents Meeting on Sept. 20, 2021, during the ICC Annual Conference in Pittsburgh, Pennsylvania.
Chapter Merit Award winners — the Chemeketa Chapter and the Los Angeles Basin Chapter — were recognized and the prestigious Chapter of the Year Award was presented to the Central Arizona Chapter.
“Chapter presidents, my fellow board members and I understand the time and effort you contribute on behalf of your chapters,” said Code Council Board Director Shirley Ellis, who served as the chairwoman of the 2021 ICC Awards Committee. “Today’s awards are a small token of appreciation from the board of directors and the entire Code Council membership. Congratulations to all of you and thank you for your leadership.”
Chapter of the Year Award — Central Arizona Chapter
The Chapter of the Year Award is the Code Council’s highest award bestowed upon a chapter and recognizes the extraordinary performance by an International Code Council chapter in promoting the goals and mission of the Code Council. This year’s recipient of the ICC Chapter of the Year Award is the Central Arizona Chapter.
The Central Arizona Chapter exemplifies its commitment to the community by helping its neighbors in need. The chapter sponsored the rebuild of a fire-damaged home in the Arizona community because community is family, and families take care of their own.
The Central Arizona Chapter’s Permit Tech Committee collected more than 400 cards to send to active military personnel. And the chapter annually sponsors and staffs booths for construction days for high schoolers and military families.
The chapter also stepped up to work with restaurant and hospital expansions responding to the COVID-19 pandemic, and effectively converted the AZBO Education Institute to provide training safely by going fully virtual.
This is a chapter on the rise with a 25-percent increase in overall membership. And all of their new members this year hold at least one Code Council certification.

The Chapter Merit Awards recognize chapters that distinguish themselves through activities demonstrating the Code Council’s goals and objectives. This year, the awards committee selected two Chapter Merit Award winners. The Chemeketa Chapter and the Los Angeles Basin Chapter are recognized for their commitment to member education, their service to their respective communities and raising the profile of building professionals.
Chapter Merit Award — Chemeketa Chapter
The first recipient of the 2021 Chapter Merit Award is Chemeketa Chapter, a student chapter. Chemeketa Community College in Salem, Oregon, is home to the Chemeketa Chapter of the Code Council. The College has been a powerhouse in developing skills and knowledge in new generations of code officials.
When it comes to community events to promote Building Safety Month, developing mentorships, and getting involved in policy and legislative issues, the Chemeketa Chapter sets the bar. This past year, the chapter experienced a 50-percent increase in members, including a 50-percent increase in members holding at least one Code Council certification. This is a chapter with tremendous energy and commitment, bringing subject matter experts to chapter meetings, providing staffing to support the Oregon Building Officials Association’s fall and spring events, and conducting certification study sessions. I predict we will be hearing much more from this student chapter.

Chapter Merit Award — Los Angeles Basin Chapter
Our second Chapter Merit Award recipient is the Los Angeles Basin Chapter. The Los Angeles Basin Chapter hosts the Region V Building Safety Month event and reaches out to future generations of code officials. The chapter participates in high school career days and organizes student membership mentoring. They went the extra mile by funding four scholarships in the last year.
The Los Angeles Basin Chapter of the Code Council is a leader in regulatory issues with its code coordination program. Additionally, the chapter experienced a 10-percent increase in total memberships, as well as a 25-percent increase of members holding at least one Code Council certification.
“Congratulations to the exemplary Los Angeles Basin Chapter on this well-deserved award! This chapter has benefitted from incredibly talented and dedicated officers and a cohesive membership with a unique blend of talents resulting from the 89 cities represented,” said Susan M. Dowty, P.E., S.E., regional manager for California in the government relations division of the International Code Council. “The chapter continually stays up-to-date with the needs of the membership through their communications, website, training, monthly meetings, and the hard work of their committees to ensure members have access to the tools and resources to do the job right.”

International Code Council chapters are groups of code officials and industry-related professionals run by volunteers who support and promote the mission and goals of the Code Council. Chapters create partnerships with members of the building community and increase public awareness about the value of code officials in our everyday lives. They provide significant support for the code development process, International Code adoptions and other important Code Council initiatives such as Building Safety Month, the Code of Honor scholarship program and the Raising the Profile campaign.
The Code Council is supported by nearly 400 chapters spread throughout the country and around the world. Chapters are designated as regional, state, local, professional, student or global depending on the geographical area they serve and the nature of their membership. Every Code Council chapter is different. Many chapters focus on a particular discipline such as building, fire, mechanical or plumbing.
