Elbettar, Mission Viejo Building Official, Elected to International Code Council Board
Jay Elbettar, Building Official for the city of Mission Viejo, Calif., has been elected as a Director on the International Code Council Board. He is a Newport Beach, Orange County, resident. As Mission Viejo Building Official, he manages and directs the operation of the Building Division through Charles Abbott Associates, including plan check, inspections, counter operations and permit issuance.
Through public/private sector collaboration, the Code Council provides support to government by developing codes that allow for safe and sustainable construction. As a result, government does not take on the high cost of developing its own codes and benefits from code uniformity that encourages local, affordable construction growth.
Elbettar also has served with Newport Beach, Calif., Glendale, Calif., and the U.S. Army Corps of Engineers, Los Angeles District. He was the recipient of the 2010 International Code Council Gerald E. Jones Code Official of the Year award.
Elbettar was elected to a Section Seat during the Council’s 2011 Annual Conference in November. The section includes the states of Alaska, California, Hawaii, Nevada, Oregon, and Washington; and the Canadian Province British Columbia.
“Our Directors devote a lot time and energy to volunteer for the International Code Council Board,” said Code Council CEO Richard P. Weiland. “They could not serve on the board without the support of the jurisdictions they work for. We thank the Board members and their employers for their dedication to pursuing the goal of building safety and fire prevention.”
Elbettar has a Master of Science in Structural Engineering from the University of Southern California, Los Angeles, and a Bachelor of Science in Civil Engineering from the University of Baghdad.
