Emerging Leaders Membership Council Advisory Committee plans for the future

The Emerging Leaders Membership Council Advisory Committee met May 21 during the ICC Training & Certification Summit in Arlington, Texas. Advisory Committee Chair Elizabeth Arrington and Committee members Mike Tomaselli, Andre Jaen, Ryan Taylor, Ben Breadmore, Rebecca Brown and Jesse DeAnda discussed many topics including, cdpACCESS, Annual Conference, Building Safety Month, involvement and representation in partnering organizations, and development of resources to help expand the Council.

Created in 2016 to give the International Code Council’s future leaders an opportunity to shape its future goals and operations, the charter of the Emerging Leaders Membership Council — as amended by the Advisory Committee — was approved by the International Code Council Board of Directors during its May meeting. The Emerging Leaders Membership Council supports ICC Board of Directors Immediate Past President Alex Olszowy’s “Safety 2.0” initiative, continuing outreach to the next generation of code officials.

This group of emerging leaders shadowed ICC’s Board of Directors throughout the 2016 ICC Annual Conference and Public Comment Hearings in Kansas City, Mo., providing an opportunity for them to walk in the footsteps of the association’s current leaders and experience the path of leadership. After last year’s success, the board created a new list of Board Shadows to continue promotional efforts and encourage activism in the Code Council and the Emerging Leaders Membership Council.

Among some of the items that the Committee covered:

• Participation in cdpACCESS — Many ICC Members are unaware that they are eligible to vote using cdpACCESS, the International Code Council’s cloud-based system for the code development process, in which users can collaborate, review, submit and vote (if eligible) on code change proposals and public comments. Many state and regional chapters of the National Association of Home Builders have made usage of cdpACCESS a very high priority, and local and regional builders organizations are encouraged to introduce young professionals (who are qualified to participate) to cdpACCESS. http://cdpaccess.com/

• Promoting the Emerging Leaders Membership Council — Research conducted for the Code Council by the National Institute of Building Sciences revealed that over 80 percent of code officials plan to retire within the next 12 years, and more than 30 percent plan to do so within two years. Many new potential ICC Members are unaware of Emerging Leaders Membership Council membership. The Advisory Committee recognizes the extreme importance of getting involved in building and sustaining coalitions of individuals and organizations with an interest in the built environment. To that end, Advisory Committee members will sit in on the Governing Committee meetings of the other ICC Membership Councils to develop resources for expanding the Emerging Leaders Membership Council.
• BOMC task force — The ICC Building Officials Membership Council (BOMC) Governing Committee’s Preparing for the Future task force has compiled a copius amount of data and information on predicting the status and needs of code officials in the future, including the exodus of Baby Boom generation code officials into retirement. BOMC member Chris Young offered research data, work on internship and apprenticeship programs, succession planning, technical programs, and youth programs to the Emerging Leaders Membership Council Advisory Committee for its efforts.
• Building Safety Month — The Advisory Committee believes the Emerging Leaders Membership Council can become a larger participant in ICC’s Building Safety Month, and wants to begin planning and coordinating now for Building Safety Month 2018.
• 2017 Annual Conference — The Advisory Committee will begin to think about some form of recognition during Annual Conference for the Safety 2.0 program that generated the Emerging Leaders Membership Council and succession planning in the code professions.
• Call for Council membership — Advisory Committee members will issue an official Call for Membership in the Emerging Leaders Membership Council, open to professionals age 35 and younger. The Council also plans to produce a webinar on the mission and goals of the Emerging Leaders Membership Council to encourage membership and involvement.

International Code Council Chief Executive Office Dominic Sims and Board of Directors President M. Dwayne Garriss expressed gratitude for the work being done by the Emerging Leaders Membership Council Advisory Committee and acknowledged that the committee’s efforts will be very important for the future of the International Code Council. Sims reported that interest in the Emerging Leaders Membership Council is growing fast and thanked the Advisory Committee for its volunteerism and creative thinking to expand involvement by young professionals.

The Emerging Leaders Membership Council is an addition to the five discipline-specific existing Membership Councils — the Building Official; Fire Service; Plumbing, Mechanical & Fuel (PMG); Global, and Sustainability Membership Councils. These Membership Councils offer ICC members a place to come together as a more powerful force shaping the association, and to take them to the next level in their industry, careers and futures.

The Emerging Leaders Membership Council serves as a forum for Code Council members who are new to the code enforcement profession. Topics of concern include new ways in which ICC members can communicate and interact, particularly regarding new technologies and social media vehicles. Code Council members provide feedback regarding ways to best serve the needs of this next generation of professionals.
