2027 International Energy Conservation Code Development Schedule
This schedule aligns the IECC process to the consensus procedures adopted by the Code Council Board of Directors in direct response to comments and suggestions received for improvements to those applied in the development of the 2024 IECC.
Following the completion and publication of the 2024 International Energy Conservation Code® (IECC) in the fall of 2024, the development of the IECC moved into a continuous maintenance process for the development of the 2027 IECC.
Once published, the 2024 IECC was made available for comment with a call for code change proposals on October 7, 2024, which then closed on December 9, 2024. These initial proposals were collected in a monograph and posted on January 6, 2025. The preliminary pages of the monograph included a summary of the schedule working toward the completion of the 2027 IECC.
A total of 395 proposals were received by December 9: 170 proposals on the IECC Commercial and 225 proposals on the IECC Residential. Only proposals that have initial action taken by the consensus committees by June 30, 2025, can be included within the 2027 IECC. This initial action deadline is directly tied to the ability for a given code change proposal to complete the full process to coincide with the publishing of the 2027 IECC. Proposals that do not receive initial action of the committee by that deadline will be addressed for consideration in the 2030 development process.
The following graphic demonstrates the approach to continuous maintenance for the IECC.
Following the procedures outlined in Council Policy 12c, once the initial actions are taken by the consensus committees, a Committee Action Report (CAR) will be posted tentatively on July 2. Consensus members and the primary code change proponent will have the opportunity to submit comments over the following 30 days. These comments will be recirculated to the committee for review and consideration.
During this recirculation period, the consensus committee will meet to review comments that were submitted. Two weeks following this meeting, the consensus committee will submit ballot #2. Any code change proposals that receive more than 1/3 of committee members voting negative with reason will be heard at a special meeting of the consensus committee to resolve. This meeting will occur tentatively the third week of September.
After any absentee ballots are collected, the results of the balloting of code changes will be posted, approximately on October 13, 2025. Code change proposals that were approved through the balloting process will be incorporated into Public Comment Draft #1 (PCD #1). PCD #1 will be posted tentatively on October 31, 2025. Once posted, PCD #1 will be open for comments on substantive technical changes only.
Comments will be accepted through energy.cdpACCESS, tentatively starting on November 14, 2025, and closing on December 15, 2025. Comments that are not on substantive technical changes will not be considered and held for consideration during the 2030 IECC development process. The comments will be collected and posted into the 2030 IECC monograph to be published around January 5, 2026.
The consensus committee will have their respective project team and subgroups review the comments on the substantive technical changes in PCD #1to make recommendations to the consensus committee for resolution. To make the publication deadline, comments will need an initial action by the end of March 2026.
Following the initial action taken by the end of March 2026, the consensus committee will conduct a similar balloting process as previously described in PCD #1. A meeting of the consensus committees to resolve negative comments would occur tentatively the third week of June 2026. The results of the balloting process would be posted tentatively the second week of July 2026.
With the results posted, staff will move approved comment resolutions into the publication of the 2027 IECC with an anticipated publication date of December 31, 2026.
