Highlights from the International Code Council Board of Directors April 2024 Meeting
The Code Council board met on Saturday, April 6, 2024 in Orlando, Florida, to address a wide variety of matters.
The International Code Council Board of Directors held its spring meeting on Saturday, April 6, 2024, in Orlando, FL, in conjunction with the Code Council’s Leadership Week and Committee Action Hearings. Present at the meeting were the board’s officers and directors, Chief Executive Officer Dominic Sims and Code Council senior staff.
During the meeting, the board addressed a wide variety of matters, including the following notable items:
International Energy Conservation Code® (IECC) Finalization and Path Forward
The board took the following actions relative to this cycle’s IECC appeals:
- Approved a report detailing the board’s actions taken during its March 18 teleconference meeting concerning its preemption and appeals determinations.
- Directed the board’s IECC Working Group to develop recommendations for the board’s consideration that:

- Clarify the scope and intent for the 2027 IECC
- Provide additional information on the role of the IECC consensus committees, and the opportunities for engagement by governmental representatives and other stakeholders
- Improve the efficiency of the Code Council appeals process applicable to Code Council standards
- Respond to inquiries received following the board’s IECC preemption and appeals determinations

The Code Council recognizes the importance of ensuring the IECC’s scope and intent is designed to best address the needs of the communities that adopt it, the construction professionals that utilize it and the code officials that enforce it.
The Code Council further appreciates the need for IECC process improvements that empower the IECC’s development committees and maximize the effectiveness of stakeholders’ participation in the code development process.
The Code Council welcomes stakeholder feedback on these topics by May 1, 2024 and on a rolling basis thereafter, which may be submitted to Kris Stenger at kstenger@iccsafe.org.
Revisions to Council Policies Extending Governmental Member Application Deadlines
The board approved revisions to CP-28 – Code Development and CP-19 – Governing the Conduct of Elections, which extend the deadline for governmental member applications to qualify for voting in the 2024-26 code development cycle. More details on these revisions are forthcoming.
New Code Council Chapter and Appointments
The board approved a Code Council chapter application for the Maui, Hawaii Chapter and appointments to the IAS Board of Directors and ICC 825 and ICC 815 Standards Committees. Appointment letters to these appointees are forthcoming.
