The International Code Council and General Code announce that both Franklin Legal Publishing and Code Publishing Company have joined General Code

This union will provide expanded product offerings and digital solutions to code officials, municipal planners and zoning officials

Washington, D.C. – The International Code Council announced that, as of December 1, 2021, Texas-based Franklin Legal Publishing and Washington-based Code Publishing Company have joined General Code, a member of the Code Council family of solutions. The combined companies will support the growing needs of code officials, municipal planners and zoning officials by providing expanded product offerings and digital solutions.

Prior to joining General Code, Franklin Legal Publishing has been an established and highly respected codification services expert for 25 years. Led by Attorney Kirk Franklin, Franklin Legal Publishing has a passion for outstanding customer service and over time will gain the opportunity to offer a larger product and service portfolio to its 300 customers.

Code Publishing Company is an established codifier on the West Coast. As a woman-led company for over 30 years, Margaret Bustion has provided high-quality digital codification solutions to over 500 customers.

“Both Franklin Legal Publishing and Code Publishing Company share our passion for customer service excellence and quality codification expertise,” says General Code Chief Operating Officer Lynn Martin. “The joining of our companies allows us to combine all of our strengths and offer more robust services to our clients on a national scale. General Code has been a trusted codification expert for nearly 60 years, now serving more than 3,800 customers. The company joined the International Code Council family of solutions in November 2017 and becomes the second largest codification company nationally, providing great growth opportunities for all three companies.  

Kirk Franklin and Margaret Bustion will both continue working with their clients to provide a smooth transition. “I could not be more excited to join General Code and work with the companies that make up the Code Council family,” said Bustion. “I look forward to what we will accomplish together as we provide solutions to support growing communities,” said Franklin.
