The Code Council Scholarship Program
The Scholarship Program supports the education of Code Council members and their families, encourages career advancement and participation in code development, and honors key contributors to the Code Council's mission.
The available scholarships include Sponsored, Code of Honor, Emory R. Rodgers Leadership in Building Safety Fellowship and Building Safety Leadership Experience.
Sponsored Scholarships
Sponsored Scholarships, funded by contributors and Code Council Chapters, can be applied toward any college degree. To qualify, the recipient's parent or guardian must be a member of the Code Council. Only one recipient is chosen for each scholarship. Current scholarships are listed below.
ICC General Scholarship Fund
The ICC General Scholarships support children of Code Council Governmental Members who are pursuing higher education at recognized institutions.
Award: $2,500 annually based on financial need, academic achievement and a submitted narrative explaining why the applicant deserves the scholarship
Eligible applicants: Dependents of code enforcement personnel from active Code Council Governmental Member jurisdictions
William J. Tangye Scholarship
The William J. Tangye Scholarship, established by the Code Council in memory of its first CEO, aims to provide financial support for children of Code Council members pursuing higher education.
Award: A minimum of $2,500 annually based on financial need, academic performance and personal qualities like leadership and integrity
Eligible applicants: Dependents of active Code Council members or code enforcement personnel from Code Council Governmental Member jurisdictions
J. W. “Bill” Neese Scholarship
The J.W. "Bill" Neese Scholarship, presented by the Central Florida Chapter in honor of J.W. "Bill" Neese, provides financial support to children of Code Council Governmental Members pursuing higher education.
Award: $1,000 annually based on academic achievement, financial need and a submitted narrative
Eligible applicants: Dependents of active code enforcement personnel from Code Council Governmental Member jurisdictions and enrolled in recognized educational institutions
C. D. Howard Scholarship
The C.D. Howard Scholarship, established by the Code Officials Association of Alabama in memory of C.D. Howard, offers financial assistance to children of Code Council Governmental Members pursuing higher education.
Award: $1,000 annually based on academic achievement, financial need and a submitted narrative
Eligible applicants: Dependents of active code enforcement personnel from Code Council Governmental Member jurisdictions, with preference given to applicants from Alabama
Charlie O’Meilia Scholarship
The Charlie O'Meilia Scholarship, offered by the Palm Beach County Chapter in honor of Charlie O'Meilia, supports children of Code Council Governmental Members with financial assistance for higher education.
Award: $1,000 annually based on academic merit, financial need and a submitted narrative
Eligible applicants: Dependents of active code enforcement personnel from Code Council Governmental Member jurisdictions, with preference given to applicants from Florida.
Code of Honor Scholarships
Code of Honor professional development scholarships support the International Codes® consensus by funding Governmental Member Voting Representatives to attend the Code Council’s Committee Action or Public Comment Hearings.
Award: Funds to cover travel, lodging (up to the conference hotel rate) and ground transportation on a reimbursement basis for reasonable and customary expenses. Multiple recipients are chosen for each hearings session.

Emory R. Rodgers Leadership in Building Safety Fellowship
The Emory R. Rodgers Leadership in Building Safety Fellowship is awarded annually to a building safety professional pursuing an executive career path, aiming to enhance leadership skills through an eligible program sponsored by a higher education institution.
Award: Up to $20,000 covering program costs and travel expenses for the recipient.
One recipient is chosen annually.

Building Safety Leadership Experience
The Building Safety Leadership Experience (BSLE) offers members a unique chance to engage with Code Council leaders and stakeholders at the Code Council Annual Conference.
Award: BSLE participants receive complimentary conference registration and reimbursement for travel, lodging and other expenses. Multiple recipients are chosen annually.
