Russ Manning
Biography
Russ Manning is the Senior Vice President of Technical Services at the International Code Council. He is involved with overseeing ICC codes and standards development as well as architectural and engineering services. Dr. Manning joined the Code Council in 2022.
Dr. Manning has an extensive professional background with more than 25 years of experience in process improvement and optimization in enterprise facility life cycle management, real estate master planning and real estate management. Prior to this role, he was the Executive Director of Facility Operations & Maintenance Center of Excellence for the National Facility Services of the Kaiser Permanente Health System.
Dr. Manning has previously managed a multi-national facilities operations program across 13 countries and an annual operating program of more than $1 billion. Through his contributions to the industry, he has also established the first building information modeling enterprise standards for facility life cycle integration within the healthcare sector.
Dr. Manning holds a Ph.D. in architectural engineering from Pennsylvania State University and has served as a medical service officer in the United States Army.
