As industry leaders, we offer a comprehensive range of services, including codification, publications, software and technology, and consulting, tailored for the building safety sector. In 2023, we significantly expanded our online code platform, enhancing our digital solutions and developing new resources to assist building safety professionals in applying the latest codes and standards. We enriched our Digital Codes library with additional titles and introduced Premium Insights, providing customers with deeper understanding and clarity of code sections. Here’s a summary of our top achievements in 2023.
Highlights
Quality Code Publishing, a General Code Acquisition in 2022, upgraded to General Code’s eCode360 online code platform in 2023. More than 140 customers were successfully converted with over 6,000 images, 8,000 tables and 170,000 pages in just over six months.
Premium Insights was created to provide contextual relevance to code sections, with over 6,000 Premium Code Insights available across Digital Codes.
Digital Codes Premium Complete subscription now includes over 1,600 titles.
ICC Code Connect API grew to 10 active software partners, serving 250+ jurisdiction subscribers.
American Legal Publishing joined the Code Council, expanding the family of solutions' offerings through ordinance codification and re-codification, code supplementation, legal reviews and online code publishing solutions to municipalities and counties of all sizes.
Initiatives
ICC CDS began a major software development program to build the next generation of Municity software.
ICC CDS developed a portal for Municity customers to explore Code Council digital solutions called Municity Marketplace.
General Code released eCode360 Trackback to give municipal clients the ability to link back to the source ordinances and enactments that were codified when the code was created or updated.
General Code signed six new partnerships, (Civi Tek Consulting, Strategic Solutions, Verdunity, Codametric, Berkley Group, and Community Scale) increasing the value to customers, providing unique efficiencies and convenience, and developing strategic sales opportunities internally, particularly in the zoning space.

Installed or enhanced Laserfiche systems for over 200 state and municipal governments.
ICC CDS achieved the status Laserfiche Premier Partner.
Achieved the status of a Laserfiche Gold Level Solution Provider (one of the Top 5 Solution Providers worldwide).

AI Navigator, a code intelligence tool that allows Digital Code Premium users to interact with a custom-designed AI chatbot, was released.
Premium Answers was launched, a searchable database of code compliance questions with answers from Code Council technical experts.
Introduced Compliance Calculators powered by ClearCalcs to provide high quality compliance calculators right into Digital Codes.
Updated Digital Codes based on customer feedback including optimizing the “My Library” design to consolidate onboarding resources, streamlining the registration process, creating a “Billing” page and redesigning the title content pages.
General Code launched Trackback and Track Back Law Ledger enabling municipalities to manage, store and reference the original ordinances making up the code, linking them within the code providing users with a transparent history.
The Code Council released the 2024 I-Codes with a new code registration and QR code integration in all formats (print, Digital Codes, and PDF) for the 2024 I-Codes.
